Teru teru bozu's job is actually to prevent a bad weather and bring back a sun.
However, this Teru-chan falls in love with Mr. Rain, and when he realizes that the sun almost comes up again, he cries.

Teru-chan: "I'm sorry, I make you dissapear..."
Mr. Rain: "Don't cry. We'll meet again someday soon...."
